Format Raw USB drive

Tried Windows Properties GUI through right click on drive and got an error message: " unable to format Raw "

Open/run commmand terminal as administrator.

diskpart
list disk
select disk [disk #]
create partition primary
format fs=exFAT

...wait
assign letter=e

I am doing this to create a bootable USB drive.
